Summary
Muudetakse biotsiidilubade menetlemise riigilõivude ja tasude struktuuri ja suurust, samuti viiakse seaduse sätted kooskõlla Euroopa Parlamendi ja nõukogu määrusega (EL) nr 528/2012 (biotsiidide turul kättesaadavaks tegemine ja kasutamine). Uute riigilõivumäärade arvutamisel on aluseks võetud terviseameti ametniku tunnitasu 2021. aasta personali- ja majanduskulude alusel ning tööks kuluv aeg. Kemikaalivaldkonna ametniku keskmine tunnitasu on 19,91 eurot ning üldine halduskulu tunni kohta 7,22 eurot. Lepingulise eksperdi võimalikku maksimaalset tunnitasu suurendatakse 150 eurolt 200 euroni. Lisaks tehakse biotsiidiseaduses tehnilist laadi muudatusi, näiteks täpsustatakse kahjulike organismide tõrjumist puudutavaid sätteid (nõue käte desovahendite kasutusjuhendite kättesaadavuse kohta avalikus kohas, võimalus avalikus kohas desovahendite konteinereid avatud pakendist täita). Lisaks koondatakse riiklik järelevalve ühe toote liigi või sihtotstarbe järgi ühe ameti alla. Mõne toote puhul kontrollib praegu sama toodet mitu ametit, näiteks terviseamet kontrollib toote mõju tervisele, tarbijakaitse ja tehnilise järelevalve ameti kontrollib tooteinfo vastavust nõuetele. Eelnõuga kaasnevad terviseametile seoses järelevalveülesannete muutmisega täiendavad kulud alates 253 250 eurot aastas. Seadus on kavandatud jõustuma 2023. aasta 1. juunil.
