Summary
Eelnõuga seostatakse kutseõpe paremini tööturu vajadustega, uuendatakse kutseõppe rahastamise põhimõtteid, võimaldatakse parem ligipääsu kutseõppele ja tõhustatakse kutseõppe kvaliteedi hindamise protsessi. Kavandatavad muudatused lähtuvad Eesti elukestva õppe strateegias 2020 ja selle rakendamiseks koostatud kutseharidusprogrammis 2018-2021 seatud eesmärkidest. Eelnõu järgi kinnitab koolituskohtade arvu kalendriaastaks kooli nõukogu, mille on eelnevalt kooskõlastanud kooli nõunike kogu. See tähendab, et riik koostöös partneritega räägib läbi iga kooli koolitusmahud. Muudatus võimaldab vahetumalt reageerida õppijate ja tööturu vajadustele koostöös kohalike ettevõtjatega. Eelnõu järgi eraldatakse koolidele riigieelarvest tegevustoetust ja vajadusel sihtotstarbelist toetust. Tulemusrahastamine moodustab kuni 20 protsenti baasrahastamise mahust ja sõltub kooli õpitulemustest. Baasrahastamine annab koolile tegevuskulude katmise kindluse, tulemusrahastamine suurendab motivatsiooni ja autonoomiat. Eelnõuga laiendatakse ka koolilõuna toetuse sihtrühma, mille järgi eraldatakse koolidele koolilõuna toetust statsionaarses õppes esmaõppe õppekavadel õppivate keskhariduseta õpilaste eest olenemata nende vanusest. Kehtiva korra alusel antakse koolilõuna toetust 20-aastaseks saanud keskhariduseta õpilasele jooksva õppeaasta lõpuni. Eelnõuga muudetakse kutseõpetaja lähetoetuse saamise tingimusi ning lähtetoetust saavad edaspidi taotleda ka Tallinnas või Tartus kutsekooli õpetama asuvad õpetajad. Muudatuste kohaselt hakatakse 1. septembrist 2020 lähtetoetust maksma välja ühes osas, praegu makstakse seda kolmes osas. Samuti nähakse ette lähtetoetus esimest korda kutseõppeasutusse tööle asuvatele tugispetsialistidele. Tugispetsialistide ja õpetajate lähtetoetus on ligikaudu 12 700 eurot. Eesmärgiga avardada juurdepääsuvõimalusi tasemeharidusele, nähakse eelnõuga ette võimalus viia kutseõppeasutustes läbi üldharidusõpet mittestatsionaarses õppevormis. Põhihariduse omandamine mittestatsionaarses õppes 17-aastasele või vanemale isikule tagab praegu ka kohaliku omavalitsuse üksus, samuti on võimalus vastavat õpet läbi viia riigigümnaasiumis. Eelnõuga soovitakse muuta senist kutseõppe akrediteerimise korraldust, mis asendub kvaliteedi hindamisega. Õppekavarühmas tähtajatu õppe läbiviimise õigusega kool saab kvaliteedi hindamise protsessis sisulist tagasisidet nii õpiprotsessi kui korralduse paremaks muutmiseks vähemalt kord iga kuue aasta jooksul.
