Summary
Eelnõu üheks eesmärgiks on tõhustada julgeolekut ja edendada sõjaliseks kaitseks ettevalmistamist. Eelnõuga antakse Välisluureametile ja Kaitsepolitseiametile õigused oma territooriumi ja teenistujate kaitsmiseks, et võimaldada ohtudele kuni politsei saabumiseni asjakohaselt reageerida. Julgeolekuasutused saavad õiguse kasutada oma territooriumi ja teenistujate kaitsmisel korrakaitselisi meetmeid nagu küsitlemine, isikusamasuse tuvastamine või ka isiku kinnipidamine. Selleks saavad julgeolekuasutused õiguse kasutada nii füüsilist jõudu, erivahendit kui ka relva. Vahetut sundi tohib kasutada ainult isikute suhtes, kes on julgeolekuasutuse territooriumil või selle vahetus läheduses ning kelle tegevus kujutab endast ohtu teenistujatele. Valida tuleb reageerimisviis, mis ohustajat võimalikult vähe kahjustaks. Teise olulise muudatusena laiendatakse Kaitseväe õigust korraldada relvastatud vastupanu. See on osa riigi sõjalisest kaitsest, kus relvastatud vastupanu korraldamise efektiivsus sõltub rahuaegsetest ettevalmistustest. Eelnõuga kavandatakse ka muid muudatusi, näiteks ajakohastatakse sätteid andmekaitse regulatsiooni osas.
