The bill updates and organizes the international sanctions law. The draft of the full text of the new international sanctions law has four main objectives: to correct the distribution of competences for the domestic implementation of international sanctions in such a way that it is consistent with advanced sanctions regimes; to add the legal framework concerning the establishment of the sanction of the Government of the Republic for situations where the UN cannot reach an agreement on the establishment of sanctions, or to an agreement in the EU; to update the special financial sanction regulation and to amend the Penal Code in such a way that it enables efficient prosecution of sanctions violations. The new law has a positive effect on Estonia's foreign relations, as it helps to fulfill Estonia's obligation under international and EU law to promptly and correctly implement international sanctions.
