Summary
Eelnõuga muudetakse elukoha andmete kehtivuse lõppemise kuupäeva, kui inimese elukoht on rahvastikuregistris ruumi omaniku õigustatud nõudmisel märgitud linna või linnaosa või valla täpsusega. Muudatus puudutab inimesi, kes pärast kolimist pole oma elukoha andmeid uuendanud ja kelle puhul eelmise korteri või maja omanik on palunud nad enda elupinnalt välja registreerida. 1. jaanuaril 2019 jõustuva seaduse kohaselt lõpeb selliste elukoha andmete kehtivus seaduse jõustumisel. Kuna muudatus mõjutab olulisel määral kohaliku omavalitsuse tulumaksu ja tasandusfondi laekumist ning tulumaksu ja tasandusfondi arvestuseks kasutatakse rahvastikuregistri andmeid 1. jaanuari seisuga, lükatakse elukoha andmete kehtetuks tunnistamise tähtaeg edasi ühe päeva võrra, s.o 2019. aasta 2. jaanuarini. Muudatus hoiab ära negatiivse mõju kohaliku omavalitsuse 2019. aasta eelarvele ja annab omavalitsustele aega juurde, et tegeleda nende inimeste teavitusega, kelle elukohaandmete kehtivus lõpeb. Et lihtsustada asjaajamist, kehtib Riigikogu valimisteks tehtud kohaliku omavalitsuse täpsusega elukoht (nt Kristiine linnaosa) senise 30 päeva asemel 4 kuud. Nii saab inimene samu andmeid kasutada ka Euroopa Parlamendi valimistel hääletamisel.
