The bill establishes the Tallinn University Act, which provides for the university's purpose, tasks, management and funding bases. The draft is related to the draft law on higher education. The Senate has the right to issue regulations and adopt decisions within its competence. The rector, as the governing body of the university and chairman of the senate, is responsible for the execution of the university's statutes, development plan and budget. The university's activities are financed from the state budget, and the basis of the financing will not be changed. Compared to the current law, the bill envisages a change to a private school or a private research and development institution about establishment. If it is currently possible to establish it if it is a foundation, one of the founders of which is the state, then according to the draft, a private legal entity established by a university does not have the right to establish a private school or a private research and development institution. The planned entry into force of the law is September 1, 2019. The new management model will be fully implemented from January 1, 2020.
