Summary
The bill establishes the law of the Estonian University of Life Sciences, which stipulates the university's purpose, tasks, management and funding bases. Compared to the current law, the bill foresees an amendment regarding the establishment of a private school or a private research and development institution. If it is currently possible to establish it in the event that it is with a foundation, one of the founders of which is the state, then according to the draft, a private legal entity founded by a university does not have the right to establish a private school or a private research and development institution. The planned entry into force of the law is September 1, 2019. The new management model will be fully implemented from January 1, 2020.
