Summary
Eelnõuga täpsustatakse kehtiva seaduse sätteid ja kõrvaldatakse ELi õigusega vastuolud, millele osutas Euroopa Komisjon. Muudatused on eelkõige tehnilist laadi: parandatakse sätete sõnastust, kasutatakse ühtsemat mõistete süsteemi, täpsustatakse keskkonnaalase erakorralise kontrolli aruande esitamise ning avalikustamise nõudeid. Eelnõu näeb ette, et kujunemisjärgus tehnika katsetamisel ja kasutamisel võib loa andja teha reeglites ajutise erandi võimaliku tehnika ning saastatuse vältimiseks. Eelnõu annab võimaluse asjakohaste ennetusmeetmete rakendamise nõude kohaldamiseks üheksa kuu jooksul. See lihtsustab kujunemisjärgus tehnika katsetamist ning kasutamist võrreldes kehtivas õiguses kehtestatud nõudega. Samuti täiendatakse eelnõuga alkoholi-, tubaka-, kütuse- ja elektriaktsiisi seadust. Täiendamine tuleneb asjaolust, et keskkonnavaldkonnas on juba pikemat aega otsitud lahendust vanarehvide probleemile. Nüüdseks on selgunud, et rehvihaket saaks edukalt kasutada põlevkiviõli toomise sisendina. Edaspidi ei pea põlevkivikütteõli olema toodetud sajaprotsendiliselt põlevkivist, vaid 70% põhikomponendi massist peab olema põlevkivi, ülejäänud 30% ulatuses võib kasutada teisi tooraineid või kütusekomponente.
