Summary
Eelnõu näol on tegemist uue tervikseadusega, mis näeb ette nõuded suurematele maksesüsteemidele. Kehtiv õigus on täna ebapiisav ning sätted on laiali erinevates õigusaktides. Eelnõuga defineeritakse makseturu jaoks olulised mõisted ning nähakse ette arveldussüsteemi reeglid, süsteemi korraldaja ja süsteemis osaleja õigused ning kohustused. Nähakse ette, kuidas toimub süsteemselt olulistes maksesüsteemides ja väärtpaberiarveldussüsteemides maksekorralduste täitmine, seal hulgas ka juhul kui mõni osapool muutub maksejõuetuks või läheb pankrotti.
