Summary
Eelnõu eesmärk on võimaldada võtta kasutusele teisaldatavad kiiruskaamerad. Kuigi kehtiva liiklusseaduse kohaselt võib liiklusjärelevalvet teha teisaldatava või statsionaarse tehnilise vahendiga, sätestavad seaduse sama paragrahvi lõiked automaatse liiklusjärelevalve süsteemi puhul võimaluse kasutada üksnes statsionaarseid vahendeid, seega ei ole kehtiva kiiruskaamerate regulatsiooni terminid võimaldanud kasutusele võtta teisaldatavaid kiiruskaameraid. Kiiruskaamerate paigaldamise eesmärk on liikluse rahustamine ja seeläbi õnnetuste arvu vähendamine. Hetkel on Eestis võimalik kasutada kahte kiirusemõõtmise lahendust kolmest ehk käsikaameraga mõõtmine ja statsionaarse kaameraga mõõtmine. Mobiilse kiiruskaamera kasutamise võimalus ei muuda kehtivat õiguskorda ehk tagajärg jääb isikule samaks, kuid selle eesmärk on võimaldada liiklusjärelevalve teostajal mõjutada oluliselt suuremat hulka isikuid ka piirkondades, kus see varasemalt võimalik ei olnud.
