Summary
Eelnõu näeb ette võimaldada riigil maksta hüvitist ajateenijate eluasemelaenu intresside kulude katmiseks. Kuna eluasemelaenu puhul ajateenija ei saa võtta täielikku maksepuhkust, hüvitatakse ajateenijale ajateenistuse jooksul eluasemelaenu intressid. Samuti võidakse maksta toetust enne ajateenistusse asumist omandatud B-kategooria mootorsõiduki juhtimisõiguse eest, kuna see võimaldab lühema aja jooksul anda baasoskuste väljaõpet. Ühekordse toetuse suurus on 1000 eurot. Erisuseks on see, et eelnimetatud toetust makstakse neile ajateenijatele, kes on seaduse jõustumise järgselt 11-kuulises ajateenistuses. Toetuse üle otsustamine ja maksmine toimub Kaitseressursside Ameti poolt. Tegevväelastele lihtsustatakse individuaalvarustuse soetamise kompenseerimist. Luuakse kord, mille kohaselt teatud rõivaelemente hakkavad tegevväelased soetama kindlate e-poodide kaudu ning selle eest hakatakse iga-aastaselt tegevväelasele kompensatsiooni maksma. Ühtlasi täiendatakse tulumaksuseadust sättega, mille kohaselt riidevarustuse soetamiseks kompensatsiooni tulumaksuga ei maksustata. Lisaks ajakohastatakse sõjahaudade kaitset puudutavat regulatsiooni ja tuuakse sõjahaudasid puudutav otsustamistasand ministri tasandilt madalamale. See muudab seaduse rakendamise paindlikumaks ja operatiivsemaks. Muinsuskaitseseaduse muudatusega lisatakse sõjahaudade topeltkaitse lõpetamise säte.
