Summary
Eelnõu peamine eesmärk on tõsta muuseumikogude ja muuseumiteenuste kvaliteeti, täpsustada muuseumide rahastamise aluseid ja luua uus riigi infosüsteemi kuuluv rahvakultuuri andmekogu. Muudatusega rõhutatakse muuseumide laiemat ühiskondliku rolli ja vajadust arvestada teenuste pakkumisel kasutajate vajadustega kogu nende elukaare ulatuses. Eelnõu järgi lihtsustatakse museaalide muuseumikogust väljaarvamise põhimõtteid, näiteks edaspidi otsustab selle väljaarvamise muuseum ise, mitte muuseumi asutaja. Samuti laiendatakse asutuste ja isikute ringi, kellele võib riigile kuuluvast muuseumikogust väljaarvatud asju üle anda - edaspidi lisaks kultuuripärandiasutustele ka asutustele, kes tegutsevad avalikes huvides. Muuseumide rahastamisel täpsustatakse kriteeriume, näiteks riigi sihtasutusena tegutsevad muuseumid saavad tegevustoetust põhikirjaliste eesmärkide täitmiseks, teistes omandivormides tegutsevad võivad jätkuvalt toetust taotleda. Plaanis on luua ka uus andmekogu, mis sisaldab infot rahvakultuuriga tegelevate organisatsioonide, kollektiivide, juhendajate ning rahva- ja kultuurimajade või nendega seotud rajatiste kohta. Andmekogu luuakse Eesti laulu- ja tantsupeo sihtasutuse registri ja Eesti rahvakultuuri keskuse valdkondliku rahvakultuuri andmekogu asemele. Seda hakkab haldama Eesti Rahvakultuuri Keskus.
