The agreement was signed by the Secretary General of the Council of Europe and the President of Ukraine on June 25, 2025, and ratified by the Ukrainian Parliament on July 15 2025. Participation in the agreement entails the obligation to finance the special tribunal. EN's preliminary estimate for the annual cost of the special tribunal is 60-70 million euros, which will be shared among the states parties to the agreement. The agreement is open-ended, and the state's financial obligation will be long-term.
