Summary
Kehtivad nõuded lubade taotlemisel ja järelevalve tegemisel on kohati ebaproportsionaalsed, dubleerivad ega vasta tegelikele terviseriskidele. Eelnõuga kavandatakse muudatusi atmosfääriõhu kaitse seaduses, erakooliseaduses, noorsootöö seaduses, põhikooli- ja gümnaasiumiseaduses, sotsiaalhoolekande seaduses, rahvatervishoiu seaduses, ravimiseaduses ja turismiseaduses. Muudatused lihtsustavad tegevuslubade väljaandmist ja järelevalve protsesse, kaotatakse sisutühjad või dubleerivad kohustused. Näiteks koolide ja sotsiaalteenuste (lapsehoid, asendushooldus, turvakodud jne) puhul kaob kohustus küsida tegevusloa taotlemisel eraldi terviseameti hinnangut. Terviseamet hindab terviseohutust ruumide kasutusele võtmisel ja hiljem järelevalves. See teeb asutuste käivitamise ja teenuste pakkumise kiiremaks. Noortelaagrites kaovad liigselt detailirohked nõuded. Praegu tuleb laagrite korraldajatel näiteks järgida nõudeid söögiaja kestuse osas ja terviseamet peab selle täitmist kontrollima. Terviseamet vabaneb KOV-ide osas topeltkontrollist. Näiteks ei pea kohalikud omavalitsused enam saatma müra vähendamise tegevuskavasid ja mürakaarte ametile lihtsalt teadmiseks. Amet saab dokumentidega tutvuda järelevalve käigus.
