The bill guarantees the rights of UK citizens under the Withdrawal Agreement of the UK from the European Union and the European Atomic Energy Community. Pursuant to Article 50 of the Treaty on European Union, the UK's treaty rights and obligations will cease on the date of entry into force of the Withdrawal Agreement or, in the absence of an agreement, two years after the notification to the Upper House on 29 March 2017. So the UK will change from 30th March 2019 as a third country whose citizens would be subject to legislation intended for citizens of third countries without the proposed changes in the draft. The bill ensures the conditions set by the Withdrawal Agreement for living in Estonia for citizens of the United Kingdom as well as their current and future family members. It also provides for the extension of the scope of the European Union Citizen Act to citizens of the United Kingdom who live there At the end of the transition period specified in the withdrawal agreement in Estonia. Citizens of the United Kingdom arriving in Estonia from April 2021 are subject to the Aliens Act. The bill excludes UK nationals from the immigration cap set out in the Aliens Act.
