Summary
Eelnõuga muudetakse kultuuri- ja spordipreemiate süsteem paindlikumaks. Edaspidi nähakse seaduses ette preemiate piirarv, mitte konkreetne number. Preemiate suurus hakkab sõltuma riigieelarve võimalustest. Uuest aastast hakkab preemiate arvu ja rahalise mahu üle otsustama spordipreemiate puhul valitsus ning kultuuripreemiate puhul kultuuriminister. Nii valitsus kui ka kultuuriminister teevad laureaatide otsused vastavalt komisjonide ettepanekutele. Kultuuri- ja spordipreemiate kandidaatide andmed tuleb ministeeriumi kodulehel avalikustada hiljemalt 1. veebruaril. Kultuuriminister saab ka kultuuripreemiate komisjoni moodustamise pädevuse. Seni kinnitas komisjoni liikmed valitsus. See lihtsustab menetlust ja vähendab halduskoormust. Eelnõuga kaotatakse senised riiklikud kultuuri- ja spordistipendiumid. Vabanevad vahendid suunatakse teistesse toetustesse, et kasutada raha sihipärasemalt. Viimaste aastate praktika näitab, et huvi kultuuristipendiumite vastu on olnud väike ning osa stipendiume on jäänud välja andmata. Spordistipendiumide kaotamisel jõuab riigi tugi sportlasteni teiste toetuste kaudu. Edaspidi ei pea enam taotlema spordistipendiumi, vaid üksnes sporditoetust Eesti Olümpiakomiteelt. Muudatustega väheneb halduskoormus nii stipendiumide taotlejate kui ka kultuuriministeeriumi jaoks. Kaob vajadus eraldi stipendiumivoorude korraldamiseks ja taotluste menetlemiseks. Möödunud aastal määrati 156 spordistipendiumi kogusummas 140 400 eurot. Kultuuristipendiumi sai 20 inimest kogusummas 46 000 eurot. Stipendiumideks ette nähtud vahendid suunatakse teistesse toetustesse, et muuta rahakasutus paindlikumaks. Eelnõu kohaselt on seadus kavandatud jõustuma 1. aprillil 2026.
