Summary
Aastatel 2001–2004 rakendati Eestis Euroopa Liidu vahenditest Euroopa Liidu kandidaatriikidele suunatud liitumiseelse abi programmi SAPARD (Special Accession Programme for Agriculture and Rural Development), millega toetati kandidaatriikide põllumajandust ja maaelu edendamist. SAPARDi programmi rakendamise aluseks Eestis oli „Maaelu arengukava 2000–2006“, mille põhieesmärkideks oli anda abi Euroopa Liidu õigusaktidest tulenevate Euroopa Liidu ühise põllumajanduspoliitika nõuete rakendamisel ning lahendada teatud probleeme põllumajanduse ja maaelu jätkusuutliku arengu hüvanguks. Selle kaudu aidati kandidaatriike valmistada liitumiseks Euroopa Liiduga. Seadusega tunnistatakse kehtetuks praeguseks lõppenud põllumajanduse ja maaelu arendamise liitumiseelse programmi (SAPRAD) rakendamise sätted. Programmiga toetati ELi vahenditest kandidaatriikide põllumajandust ja maaelu edendamist. Eestile eraldati 1,065 miljardit krooni, millest väljamakseid tehti 1,062 miljardi krooni ulatuses, mis moodustas 99,7% Eestile suunatud eelarvest.
