Summary
Seaduse muutmisega ajakohastatakse relvade omamist ja käitlemist reguleeriv õigusraamistik. Eelnõu eesmärk on tugevdada riigikaitselist valmisolekut, parandada ühiskonna kaitsevõimet ning tagada avalik ja siseturvalisus. Muudatustega viiakse relvaseadus täielikult kooskõlla ELi tulirelvadirektiiviga ja täpsustatakse relvade ja laskemoona määratlusi. Samuti korrastatakse relvade ja laskemoona käitlemise, hoiustamise, kasutamise ja järelevalve regulatsiooni. Eelnõu muudab relvade hoiustamise nõuded riskipõhisemaks, vähendab väiksemate relvakoguste omanike halduskoormust ning riigikaitselise valmisoleku suurendamiseks võimaldab hoida suuremat laskemoonavaru. Täpsustatakse ka relvakasutuse reegleid, relvade ja laskemoona vedu ning kehtestatakse majandustegevusest teavitamise kord lasketiirudele ja teatud relvade müügiga tegelevatele ettevõtjatele. Lisaks ajakohastatakse relvaregistri regulatsiooni, pikendatakse soetamisloa kehtivusaega ja päritud relvade käitlemise tähtaegu ning antakse politsei- ja piirivalveametile täpsem kaalutlusõigus lubade kehtetuks tunnistamisel.
