Summary
Muudatuste eesmärk on suunata välisesinduste töö fookus nende põhifunktsioonidele ja muuta konsulaarteenuste osutamine tõhusamaks. Selleks lõpetatakse välisesindustes nende konsulaarteenuste pakkumine, millele on olemas alternatiivid e-teenuste või otsepöördumise näol. Need on näiteks juhiloa väljastamine ja ametlikud kinnitused, või mille kasutus on olnud väga harv, näiteks tõlketeenused ja pärimismenetluse algatamine. Kaotatakse konsulaarametniku erikutse nõue, mis seni eeldas juriidilist kõrgharidust ja võimaldas teha notaritoiminguid. Muudatuse põhjuseks on vajaduse puudumine, kuna notaritoiminguid saab teha videosilla kaudu ning erikutsega ametnike roteerumise tõttu ei ole olnud võimalik tagada nende olemasolu kõigis välisesindustes. Erandjuhtudel säilib võimalus teha tõestamistoiminguid Eesti kodanikele näiteks juhul, kui inimese tervis ei võimalda liikumist või isik viibib vanglas. Lisaks viiakse konsulaarteenuste riigilõivud vastavusse tegelike kuludega. Välisesindustes dokumentide väljastamise tasusid tõstetakse, arvestades töökoha kulude märkimisväärset kasvu alates 2017. aastast. Kehtestatakse ka kõrgem lõiv neile, kelle rahvastikuregistri järgne elukoht on Eestis, kuid kes kasutavad teenust välisesinduses. Väljaspool välisesinduse ruume osutatavate teenuste eest kehtestatakse 20-eurone tasu, mis jääb siiski alla tegelike kulude.
