Summary
Riigi 2026. aasta lisaeelarve eelnõuga tulud vähenevad 24 miljonit eurot, kulud suurenevad 4,4 miljonit eurot ning investeeringud vähenevad 1,5 miljonit eurot. Lisaeelarvega suurendatakse finantseerimis-tehingute eelarvet 37,9 miljonit eurot. Lisaeelarvega vähendatakse kulude ja investeeringute eelarvet 26,3 miljoni eurot nihutades 2026. aasta eelarvesse planeeritud kulusid ja investeeringuid 2028. aastasse või kaugemale, saades nii vaba eelarveruumi valitsuse uute prioriteetide rahastamiseks. Lisaks nihutatakse 3 miljonit eurot CO2 müügitulust sõltuvaid kulusid ja investeeringuid, mille lõplik maht korrigeeritakse riigieelarve aasta lõpuks ning seetõttu lisaeelarve eelnõus ei kajastu. Uusi lisavajadusi rahastatakse 29,2 miljoni euro ulatuses. Arvestades ka CO2 muudatusi, jääb riigieelarve kulude ja investeeringute koondmaht kehtivale tasemele. Ministrid esitasid kokku 29,3 miljoni euro ulatuses ettepanekuid vähendada 2026. aasta eelarvesse kavandatud kulusid. Selle arvelt avaneb valitsusel võimalus katta käesoleval aastal prioriteetsete valdkondade lisavajadusi. 2026. aastal suunatakse 10,98 miljonit eurot Eesti.ai algatusse, et kasvatada inimeste AI-oskusi, tõsta avaliku sektori tõhusust, parandada tervishoiuteenuseid ning tugevdada hariduse ja eesti keele positsiooni tehisaru ajastul. Oluline osa täiendavast rahastusest suunatakse riigi julgeoleku tugevdamisse. 17 miljonit eurot eraldatakse idapiiri väljaehitamiseks, et tasuda juba võetud lepingulised kohustused. Lisaks eraldatakse kultuuriministeeriumile 941 057 eurot, mis antakse edasi Eesti Kultuurkapitalile. Tegemist on ettevõtjatelt Rahandusministeeriumile laekunud annetustega, mille eesmärk on katta hasartmängumaksu seaduse kahekuisest kaughasartmängude maksustamise erisusest tekkinud puudujääk. Ettevõtjatelt laekus Rahandusministeeriumile annetusena 719 640 eurot. Valitsus kompenseerib riigieelarvest Eesti Kultuurkapitalile 220 000 eurot puudu jäänud tulusid. Lisaks riigieelarve seaduses kajastuvatele tuludele ja kuludele täpsustatakse ka Riigi Kinnisvara ASi ja AS Hexest Materialsi investeeringuid. Kõiki muudatusi arvestades paraneb valitsussektori eelarvepositsioon 2026. aastal 15 miljoni euro võrra, kuid jääb protsendina SKPst kevadprognoosi tasemele. Järgmise aasta eelarvepuudujääk väheneb ettepanekute mõjul 0,1% SKPst ja eelarvetasakaalu parandamisega jätkatakse sügisel riigieelarve ja riigi eelarvestrateegia koostamise käigus.
