Topeltmaksustamise vältimise lepingute eesmärk on soodustada investeeringuid lepingupoolte vahel. Leping annab investoritele võrreldes riigisisese õigusaktiga suurema õiguskindluse lepinguga reguleeritud maksusüsteemi elementide suhtes, kuna kahepoolse rahvusvahelise lepingu muutmine nõuab üldjuhul rohkem aega kui riigisisese õigusakti muutmine.
