Summary
Eelnõu pikendab Eesti kaitseväelaste osalemise võimalust Euroopa Liidu sõjalisel operatsioonil Irini 2027. aasta lõpuni. Operatsioonil võib osaleda kuni 6 Eesti kaitseväelast. Kui senised osalejad vahetuvad uute vastu, võib neid ühe kuu jooksul olla korraga kuni 12. Eesti panustab 2026. aastal operatsiooni 2 staabiohvitseriga ja kavatseb jätkata 2027. aastal sama suure panusega. Osalemise hinnanguline kulu on 108 890 eurot käibemaksuta ning see kaetakse Kaitseministeeriumi eelarvest. Euroopa Liidu operatsiooni praegune mandaat kehtib 31. märtsini 2027; Eesti osalemine pärast seda eeldab, et Euroopa Liit operatsiooni pikendab. Vahemerel toimuva operatsiooni peamine eesmärk on toetada Liibüale kehtestatud Ühinenud Rahvaste Organisatsiooni relvaembargo rakendamist. Selleks kogutakse teavet ning kontrollitakse vajaduse korral Liibüa ranniku lähedal rahvusvahelistes vetes laevu. Operatsioon aitab jälgida ka ebaseaduslikku naftavedu ja inimeste smugeldamist. Lisaks kogutakse teavet merealuse taristu kaitseks ning tuvastatakse Vahemerel varilaevastiku aluseid.
