Summary
Otsuse eelnõu pikendab Eesti kaitseväelaste osalemise võimalust Euroopa Liidu sõjalise abistamise missioonil Mosambiigis 2027. aasta lõpuni. Osaleda võib kuni kolm kaitseväelast. Kaitseväelaste vahetumise ajal võib nende arv ühe kuu jooksul olla kuni kuus. Eesti plaanib jätkata ühe kaitseväelasega. Euroopa Liit alustas Mosambiigis 2021. aastal väljaõppemissiooni, et aidata riigi relvajõududel tulla toime Cabo Delgado provintsis tegutsevate terroristlike rühmitustega. Missiooni käigus õpetati välja 11 Mosambiigi relvajõudude kiirreageerimisüksust. Pärast esialgsete väljaõppe-eesmärkide täitmist muudeti missioon 2024. aasta septembris sõjalise abistamise missiooniks. Nüüd keskendutakse Mosambiigi relvajõudude nõustamisele, et nad suudaksid kiirreageerimisüksuste väljaõpet ise korraldada ja jätkata. Julgeolekuolukord on piirkonnas paranenud, kuid rünnakud tsiviilisikute ja relvajõudude vastu jätkuvad. Eesti jaoks on missioonil osalemine võimalus panustada Euroopa Liidu ühisesse julgeoleku- ja kaitsepoliitikasse ning tihendada koostööd missiooni juhtiva Portugaliga. Kaitseväelased saavad seal rahvusvahelise operatsiooni kogemust. Eesti mehitas varem missioonil õigusnõuniku ametikohta. Alates 2025. aasta septembrist täidab Eesti kaitseväelane operatsioonide juhtimisega seotud ametikohta, mis annab kogemust taktikalises juhtimises ja olukorrateadlikkuse tagamises.
