Summary
Eelnõu näeb ette taastada sõjaväestatud piirivalve eraldi ametina, määratleda sellele kriisi- ja sõjaaja ülesanded ning luua nende täitmiseks reservüksused ja hankida neile varustus. Seletuskirjas märgitakse, et vajadus tuleneb 2026. aasta suvel plahvatuslikult kasvanud ebaseaduslikust rändesurvest, mis on Valgevene–Läti piiri kaudu jõudnud ka Eestisse. Pingete kasv piiridel võib seada omakorda ohtu sisejulgeoleku ülesannete täitmise PPA piiratud ressursside tingimustes. PPA ei saa piirivalve ülesandeid täita teiste ülesannete kõrval ilma kõrvalise abita. Eeltoodust lähtuvalt tagamaks efektiivne ja kiire Eesti Vabariigi piiride kaitsmine on otstarbekas luua sõjaväestatud piirivalve vajalike võimekustega.
