Summary
Eelnõu näeb ette moodustada Euroopa Nõukogu Parlamentaarse Assamblee (ENPA) Eesti delegatsioon, mille koosseisu kuuluvad järgmised Riigikogu liikmed: delegatsiooni juht Maria Jufereva-Skuratovski, liikmed Eerik-Niiles Kross ja Jaak Madison ning asendusliikmed Indrek Saar ja Raivo Tamm. Seletuskirjas märgitakse, et Eestil, kui Euroopa Nõukogu täisliikmel, on vastavalt organisatsiooni põhikirja artiklile 26 õigus moodustada parlamentaarse assamblee kolmeliikmeline delegatsioon. Delegatsiooni liikmete arv on proportsionaalne rahvaarvuga. Samuti on õigus määrata vajadusel kuni kolm asendusliiget. Delegatsioon moodustatakse arvestades poliitiliste jõudude ning meeste ja naiste proportsionaalset esindatust Riigikogus. Delegatsiooni asendusliikmetel on õigus osaleda kõikidel assamblee täiskogu ja komiteede istungitel. Hääletamistel on Eesti delegatsioonil kolm häält. ENPA täiskogu käib koos neli korda aastas - jaanuaris, aprillis, juunis ja septembris. Olulisemad dokumendid on õiguslikult siduvad kokkulepped ja konventsioonid ning soovitused liikmesriikide valitsustele põhilistes ühiskonnaküsimustes. Assamblee ametlikud töökeeled on inglise ja prantsuse keel. Juhtivkomisjoniks määrati väliskomisjon.
