Summary
Eelnõu näeb ette moodustada Euroopa Julgeoleku- ja Koostööorganisatsiooni Parlamentaarse Assamblee (OSCE PA) Eesti delegatsioon, mille koosseisu kuuluvad järgmised Riigikogu liikmed: delegatsiooni juht Mart Nutt, liikmed Kerstin-Oudekki Loone ja Heljo Pikhof ning asendusliikmed Johannes Kert ja Anti Poolamets. Seletuskirjas märgitakse, et OSCE PA tegevuse peaeesmärgiks on liikmesriikide suurem kaasamine Euroopa poliitika- ja julgeolekuküsimuste lahendamisele, tõhustamaks tsiviilkontrolli sõjaliste küsimuste üle ja tõstmaks parlamendisaadikute vastutust ja mõjujõudu. Assamblee võtab vastu resolutsioone soovitustega liikmesmaadele OSCE kriteeriumite täitmiseks, esindab OSCE parlamendisaadikute kollektiivset häält ja parlamentaarset diplomaatiat, omab laiahaardelist valimiste vaatlemise programmi. Tähtsaks osaks OSCE töös on vaatlejate delegatsioonide lähetamine liikmesriikide valimistele, et jälgida valimiste läbiviimise vastavust seadustele ja demokraatia traditsioonidele. Vaatlustulemuste kohta koostatakse detailsed raportid. Vastavalt OSCE põhikirja protseduurireeglitele on Eestil õigus moodustada organisatsiooni parlamentaarse assamblee kolmeliikmeline delegatsioon ning määrata kolm asendusliiget. Juhtivkomisjoniks määrati väliskomisjon.
