Summary
Euroopa Parlamendi ja nõukogu määrusest (EL) 2016/794 tulenevalt kontrollib Euroopa Parlament koostöös liikmesriikide parlamentidega Europoli tegevust, tuginedes ELi toimimise lepingu artiklile 88. Selleks loovad EL liikmesriikide parlamendid ja Euroopa Parlamendi pädev komisjon koos spetsiaalse parlamentaarse ühiskontrolli töörühma. Ühiskontrolli töörühma liikmed valitakse iga parlamendi (või koja) poolt eraldi ja liikmete nimetamisel tuleks arvestada valdkonna ekspertteadmistega, järjepidevusega ning võimalusel määrata nad kogu parlamendi mandaadi ajaks.Töörühma näol on tegemist konsensuse põhimõttel töötava töörühmaga. Euroopa Parlamendi ja nõukogu määruse (EL) 2016/794 artikli 51 kohaselt teostatakse Europoli üle poliitilist järelevalve. Töörühmas käsitletakse Europoli tegevuse eelarve aspekte, Europoli ülesehitust ning võimalike uute üksuste ja erikeskuste loomist. Samuti arutletakse vähemalt kord aastas koos Euroopa Andmekaitseinspektoriga Europoli tegevusega üle, mis on seotud füüsiliste isikute põhiõiguste ja -vabaduste kaitsega, eriti isikuandmete kaitsega jms küsimusi. Lisaks võib koostada kokkuvõtlikke järeldusi Europoli tegevuse üle poliitilise järelevalve teostamise kohta (sealhulgas anda mittesiduvaid soovitusi Europolile) ning esitada need järeldused Euroopa Parlamendile ja liikmesriikide parlamentidele. Lisaks konsulteeritakse töörühmaga Europoli mitmeaastase programmiga seoses, mille võtab vastu Europoli haldusnõukogu. Õiguskomisjoni ettepanek on nimetada Europoli tegevust kontrolliva parlamentaarse ühiskontrolli töörühma liikmeteks Riigikogu liikmed Kert Kingo ja Urve Tiidus.
