Summary

Eelnõuga otsustatakse kuni 10 Eesti kaitseväelase osalemine Daesh/ISIL vastasel ja USA juhitaval rahvusvahelisel sõjalisel operatsioonil Inherent Resolve. USA juhitav Daeshi/ISIL-i vastane rahvusvaheline sõjaline operatsioon Inherent Resolve käivitus 15. juunil 2014. Operatsioonil osalevad veel 21 riiki: Araabia Ühendemiraadid, Austraalia, Bahrein, Belgia, Hispaania, Holland, Itaalia, Jordaania, Kanada, Läti, Norra, Portugal, Prantsusmaa, Saudi Araabia, Saksamaa, Soome, Taani, Türgi, Ungari, Uus-Meremaa ja UK. Peamiselt Süürias ja Iraagis tegutsev terroriorganisatsioon Daesh kujutab tõsist ohtu üleilmsele julgeolekule, sealhulgas reaalset ohtu Euroopa sisejulgeolekule. Daeshi tegevus Süürias ja Iraagis mõjutab otseselt rahvusvahelist kaitset vajavate inimeste arvu piirkonnas ja seeläbi ka Euroopa pagulaskriisi. Daesh värbab ka Euroopast võitlejaid, kes pärast sõdimist ja väljaõppet Lähis-Idas, võivad tagasi pöördudes omakorda ohustada kohapeal julgeolekut. Rünnakud Pariisis ja Brüsselis sooritati Daeshi nimel ja nende läbiviimisel kasutati Euroopast pärit terroriste. Eesti on eelnevalt suunanud rahalist abi Iraagi põgenike abistamiseks ja annetanud Iraagi julgeolekujõududele relvastust ning laskemoona. Operatsiooni eesmärgiks on Daeshi vastane otsene ja toetav sõjaline tegevus, seda eelkõige Iraagis ja Süürias, kuid operatsiooni juhtivad ning toetavad elemendid ning staabid paiknevad ka Bahreinis, Küprosel, Egiptuses, Iisraelis, Jordaanias, Kuveidis, Liibanonis, Kataris, Türgis ja Saudi Araabias. Operatsiooni üheks oluliseks ülesandeks on Iraagi julgeolekujõudude koolitamine. Eestil on esialgu kavas panustada kuni 6 jalaväeinstruktori saatmisega Iraaki, kus nad koostöös Taani, USA, Läti, jt riikide kaitseväelastega koolitaks Iraagi julgeolekujõudude üksusi. Vajadusel osaleb Eesti antud mandaadi raames eelkõige staabiohvitseridega.
