Tagatisfondi nõukogu on Tagatisfondi kõrgeim juhtorgan, mille üheksast liikmest kaks nimetab Tagatisfondi seaduse § 7 lõike 1 punkti 1 kohaselt rahanduskomisjoni ettepanekul Riigikogu. Riigikogu rahanduskomisjon esitab Riigikogule ettepaneku nimetada Tagatisfondi nõukogu liikmeteks Aivar Sõerd ja Martin Helme.
