Summary
Seletuskirjas märgitakse, et referendumi korraldamine kõnealuses küsimuses on seda olulisem, et Eesti Vabariigis ei ole juba 20 aastat pakutud rahvale ühtegi võimalust rahvahääletusel osaledes riigielu küsimuste otsustamisel kaasa rääkida. Otsuse eelnõuga kohustatakse valitsust alustama referendumi korraldamiseks ettevalmistustöid.
