Summary
Eelnõu võimaldab kasutada kuni 100 kaitseväelast Põhja-Atlandi Lepingu Organisatsiooni (NATO) või selle liikmesriigi, Euroopa Liidu (EL) või Ühinenud Rahvaste Organisatsiooni (ÜRO) juhitaval rahvusvahelisel sõjalisel operatsioonil, välja arvatud kollektiivse enesekaitse operatsioonil, sellesse esmakordsel panustamisel. Eesti täpne panus ja selle suurus oleneb konkreetse operatsiooni vajadustest ning selle otsustab Vabariigi Valitsus Riigikogu otsuse piires. Eelnõu eesmärk on tagada Eesti võimekus kiiresti ja paindlikult lähetada Kaitseväe üksusi kriisi- või konfliktipiirkonda, sest konfliktid ja kriisid maailma eri regioonides võivad eskaleeruda ootamatult ja kiiresti. Sarnaselt teistele riikidele on Eesti valmis panustama rahvusvahelise stabiilsuse tagamisse ja kaitsta niiviisi ka Eesti julgeolekuhuve. Käesoleva mandaadi andmine võimaldab 2024. aastal Eestil võimalikult paindlikult reageerida kiiresti eskaleeruvale olukorrale, mis ei mahu muude riigikaitseseaduses sätestatud kiiret reageerimist võimaldavate erandite alla (nt NATO reageerimisjõudude koosseisus osalemine).
