Summary
Eelnõu seletuskirjas põhjendatakse ettepanekut, et võttes arvesse hiljutist terrorirünnakut Iisraelis rahumeelsete kodanike vastu, mille esmase tõrjumisega said Iisraeli kodanikud hakkama tänu sellele, et nad omasid kodus kaitsevahendeid, ja arvestades ka meie agressiivset idanaabrit ja tema vallutustegevust Ukrainas, peame vältimatult vajalikuks tõsta esmast Eesti Vabariigi kaitsevõimet nii diversioonijõukude kui viienda kolonni väljaastumiste vastu ja näeme seda ühe osana nn laiapindsest riigikaitsest
