Summary
Eelnõuga tehakse ettepanek toetada Euroopa Investeerimispanga (EIB) poolt Ukraina toetamiseks loodud fondi (EU4U) 10 miljoni euro suuruse riigigarantiiga. Garantii andmine toetuse asemel võimaldab hajutada kulusid tulevikku, olles samal ajal solidaarne teiste riikidega Ukraina toetamisel. Garantii suurus on samas suurusjärgus Läti ja Leedu planeeritava osalusega EU4U fondis. Koostöös teiste ELi liikmesriikidega aitab Eesti kaasa Ukraina makromajandusliku stabiilsuse taastamisele ning riigi kohese vastupanu- ja taastumisvõime tugevdamisele. See aitab tagada Ukraina valitsemissektori võla jätkusuutlikkust ja riigi võimet täita oma finantskohustusi. EIB kaudu tegutsemine on tõhusam, et saavutada abi piisavalt suur mõjuala ja tulemuslikkus, samuti aitab see vältida Ukraina ametiasutuste halduskoormuse suurendamist. Euroopa Liidu eelarve tagatised, millega ka EIB tegevusi Ukrainas on varem toetatud, on 2023. aastaks ammendunud. Loodud fondi kogutava rahaga saab EIB jätkata oma tegevust Ukrainas, mida hetkel EIB-l oma jõul pole võimalik teha. Fondi saavad panustada ELi liikmesriigid, Euroopa Komisjon, huvitatud riigid ja partnerid. Lisaks laenuressursile on fondis kavandatud 100 miljonit eurot tehnilise abiga seotud tegevusteks.
