Summary
Eelnõu võimaldab järgmisel aastal panustada kuni viie kaitseväelasega Euroopa Liidu väljaõppemissioonile EUTM Mozambique. Euroopa Liidu uuel sõjalisel missioonil EUTM Mozambique osalemine on Eestile oluline nii välis- kui kaitsepoliitiliselt. Eesti üks prioriteetidest on osaleda EL-i ühise julgeoleku- ja kaitsepoliitika elluviimisel ning arendada koostööd strateegiliste EL-i lõunatiiva liitlastega. Missioonil osalemisega panustab Eesti solidaarselt teiste liikmesriikidega Euroopa Liidu sõjalisse operatsiooni. Missiooni juhtriigiks on Portugal, kelle jaoks on Mosambiigis toimuv kõrge poliitilise nähtavusega ning üks Portugali juunis lõppenud EL-i eesistumise prioriteetidest. Eestile on oluline olla solidaarne Portugaliga, kuna Portugal on panustanud Balti riikide julgeoleku toetamisse, panustades NATO Balti õhuturbe missiooni neli korda Leedust, Šiauliaist 2007, 2014, 2016 ja 2018 ning plaanib naasta septembris 2021 ja võimalusel ka tulevikus. Portugali kui NATO liitlase toetus alliansi idatiiva julgeoleku tugevdamisel on Eestile ja Läänemere regioonile laiemalt oluline ka edaspidi.
