Summary
Eelnõu võimaldab panustada kuni 10 kaitseväelasega USA juhitavale rahvusvahelisele sõjalisele operatsioonile Inherent Resolve. Operatsiooni eesmärk on ISIL-i vastane võitlus esmajoones Iraagis ja Süürias ning üks oluline ülesanne on ka Iraagi julgeolekujõudude koolitamine. Inherent Resolve keskendub pärast ISIL-i füüsilist lüüasaamist stabiliseerimise toetamisele Iraagis ja Süürias ning toetab Iraagi valitsust julgeolekuvallas. Iraagi julgeolekujõudude väljaõppe toetamisel tehakse tihedat koostööd NATOga ja Iraagi valitsusega. ISIL on koalitsiooni tegevuse tõttu oluliselt nõrgenenud ja ei kontrolli enam alasid Iraagis ega Süürias, kuid on endiselt suuteline korraldama rünnakuid nii piirkonnas kui üleilmselt. Osalemine rahvusvahelistes sõjalistes operatsioonides kinnitab Eesti pühendumust panustada koormajagamisse rahu ja stabiilsuse saavutamiseks maailmas. USA juhitava tahtekoalitsiooni operatsioonil osalemine toetab ka väga head Eesti ja Ameerika Ühendriikide vahelist liitlassuhet ning kaitse- ja julgeolekualast koostööd. Ühtlasi annab operatsioonil osalemine Kaitseväele olulise operatsioonialase väljundi, mis aitab kaasa Kaitseväe terviklikule arengule. Tulenevalt Iraagi väljaõppe vajadustest ning tingituna operatsiooni võimalikust rõhuasetuse kohandamise vajadusest, võimaldab eelnõus sätestatud kaitseväelaste piirarv (10) vajaduse tekkides Eestil operatsiooni täiendavalt ja paindlikult panustada. Eesti kaitseväelased ei osale sõjalistel operatsioonidel Süüria territooriumil.
