Summary

The bill allows for the contribution of up to 5 defense personnel to the North Atlantic Treaty Organization mission in Iraq. NATO's non-combatant training and advisory mission NMI was established in Baghdad in October 2018. The mission's activities are aimed at countering threats from the Alliance's southern direction more broadly, helping Iraq build sustainable, transparent, inclusive and effective security structures to increase their capabilities in the fight against terrorism, ISIL preventing return and stabilizing the country. To achieve this, NATO advises Iraqi security structures. NMI trains Iraqi security forces in close cooperation with the Iraqi government. NMI advises and conducts training, but does not participate in combat operations with Iraqi forces. Participating in the mission in Iraq gives Estonia the opportunity to actively contribute to mitigating threats from the southern wing of the alliance, to contribute to NATO collective security and support allies and partner countries in the fight against terrorism.
