Summary
Eelnõu võimaldab panustada kuni kümne kaitseväelasega Euroopa Liidu (EL) väljaõppemissioonile Malis ja kuni viie kaitseväelasega Ühinenud Rahvaste Organisatsiooni (ÜRO) rahutagamismissioonile Malis. EUTM Mali eesmärk on toetada Mali relvajõudude sõjalise võime arendamist, et Mali oleks võimeline ise panustama riigi elanikkonna ja territooriumi kaitsmisesse, ning parandada julgeolekuolukorda Malis. Lisaks sellele toetatakse poliitilise stabiilsuse saavutamist ja Alžiiri rahuleppe rakendamist, tõhustamaks riigivõimu ja õigusriikluse taastamist üle Mali. EUTM Mali toetab Saheli piirkonda laiemalt läbi G5 Saheli ühendväe operatsioonialase võimekuse parandamise ja piirkondliku koostöö tihendamise, keskendudes esmajoones ühistele julgeolekuohtudele, eelkõige terrorismile ja inimkaubandusele. EUTM Mali mandaat kehtib kuni 18. maini 2024 ning operatsiooniala laiendati kogu Mali territooriumile teistele Saheli riikidele, keskendudes esmajoones Burkina Fasole ja Nigerile. MINUSMA strateegiline eesmärk on toetada 2015. aastal sõlmitud Mali rahu- ja leppimisleppe rakendamist. Missiooni teine strateegiline eesmärk on Mali laiaulatusliku strateegia rakendamise hõlbustamine kaitsmaks tsiviilisikuid, vähendamaks kogukondadevahelist vägivalda ning taastamaks riigivõimu ja tagamaks peamiste avalike teenuste osutamist esmajoones Kesk-Malis. MINUSMA kohandab mandaadi elluviimisel oma tegevusi, arvestades piirkonnas toimuvaid arenguid ning tõhustades koordinatsiooni teiste piirkonnas tegutsevate rahvusvaheliste ja piirkondlike ühenduste ning G5 Saheliga. Eelnõu seletuskirjas märgitakse, et Mali väljakutseteks on stabiilsuse ja julgeoleku suurendamine kogu riigis ning Eesti aitab sellesse panustada läbi osalemise rahvusvahelises väljaõppealases koostöös. Läbi selle koostöö panustab Eesti Euroopat mõjutavate ohtude vastasesse ühisesse võitlusesse, kaasaarvatud terrorismivastasesse võitlusesse ja rändeprobleemide lahendamisse.
