Summary
Eelnõu võimaldab kasutada kuni 50 kaitseväelast riigikaitseseaduse § 34 lõike 4 alusel, mille kohaselt määrab Riigikogu oma otsusega igaks aastaks piirarvu kaitseväelastele, kes võivad osaleda Põhja-Atlandi Lepingu Organisatsiooni (NATO) või selle liikmesriigi, Euroopa Liidu (EL) või Ühinenud Rahvaste Organisatsiooni (ÜRO) juhitaval rahvusvahelisel sõjalisel operatsioonil, välja arvatud kollektiivse enesekaitse operatsioonil, sellesse esmakordsel panustamisel. Eesti täpne panus ja selle suurus oleneb konkreetse operatsiooni vajadustest ning otsustatakse riigikaitseseaduse alusel valitsuse korraldusega. Kaitseväe edasine kasutamine samal operatsioonil otsustakse üldkorras Riigikogu otsusega. Konfliktid ja kriisid maailma eri regioonides võivad eskaleeruda ootamatult ja kiiresti ning vajaduse korral peab Eesti olema suuteline kiiresti ja paindlikult lähetama Kaitseväe üksusi kriisi- või konfliktipiirkonda, et panustada rahvusvahelise stabiilsuse tagamisse ja kaitsta niiviisi ka Eesti julgeolekuhuve. Käesoleva mandaadi andmine võimaldab Eestil võimalikult paindlikult reageerida kiiresti eskaleeruvale olukorrale, mis ei mahu muude riigikaitseseaduses sätestatud kiiret reageerimist võimaldavate erandite alla (nt NATO reageerimisjõudude koosseisus osalemine).
