Summary
Eelnõu võimaldab Eestil suurendada tegevväelaste arvu Põhja-Atlandi Lepingu Organisatsiooni (NATO) juhitaval väljaõppe- ja nõustamismissioonil Afganistanis. Eelnõu näeb ette, et Kaitseväele seatud ülempiiri Afganistani operatsioonil osalemiseks võib rotatsiooniperioodil suurendada kuni 92 tegevväelaseni ühe kuu jooksul alates rotatsioonis osalevate tegevväelaste saabumisest operatsioonipiirkonda. Nimetatud operatsioonil osalevate Eesti tegevväelaste arv on seotud rotatsiooniga, mis toimub kaks korda aastas. Seetõttu võivad rotatsiooniperioodil viibida samal operatsioonialal nii lahkuvad kui saabuvad tegevväelased ajutiselt samal ajal. Seletuskirjas märgitakse, et Kaitseministeerium ja Kaitsevägi analüüsisid 2017. aastal Eesti sõjalisi võimalusi ning piiranguid täiendavateks panusteks, arvestades sealhulgas selle võimalikke mõjusid Eesti iseseisvale kaitsevõimele ja Kaitseväe terviklikule arengule, samuti Kaitseväe olemasolevatele siseriiklikele ning rahvusvahelistele kohustustele välisoperatsioonidel. Analüüsi tulemusel on Kaitsevägi valmis panustama Afganistani ühe jalaväerühmaga. NATO on korduvalt palunud oma kõigilt liikmesriikidel missiooni edu tagamiseks täita kriitilised võimelüngad missiooni struktuuris. Viimati oli täiendavate panuste vajadus päevakorras novembris 2017 toimunud NATO kaitseministrite kohtumisel. 2017. aastal on mitmed riigid lubanud panustada täiendavalt, näiteks USA 4000 sõjaväelasega. Eesti eesmärk on olla solidaarne ja usaldusväärne liitlane, kes muuhulgas panustab aktiivselt rahvusvahelistele sõjalistele operatsioonidele, stabiliseerimaks rahvusvahelist ja seeläbi Eesti enda julgeolekut. Eesti julgeoleku- ja kaitsepoliitiliseks huviks on ühtne ning tugev NATO ja stabiilne üleilmne julgeolekukeskkond, mistõttu on ka Eesti huvides panustada täiendavalt Afganistani.
