Eelnõuga tehakse Vabariigi Valitsusele ettepanek viia sisse nn ühe protsendi seadus, millega kõik tulumaksu maksnud Eesti inimesed saaksid suunata ühe protsendi oma maksustatavast tulust heategevuseks või vabaühenduste tegevuse toetuseks. Seletuskirjas põhjendatakse, et selline maks või meetod on kasutusel mitmes Euroopa riigis. Ettepaneku eesmärk on läbi sellise süsteemi teha vabaühendusi vabamaks ja anda kodanikele suurepärane võimalus osaleda riigieelarve tegemisel.
