Summary
Eelnõu kohaselt võimaldatakse panustada 2023. aastal kuni 5 kaitseväelasega Põhja-Atlandi Lepingu Organisatsiooni missioonile Iraagis. NATO mittelahinguline väljaõppe- ja nõustamismissioon (NATO Mission Iraq - NMI) loodi 2018. aasta oktoobris. Missiooni tegevus on suunatud alliansi lõunasuunalt lähtuvate ohtude vastu laiemalt, aidates Iraagil üles ehitada kestlikud, läbipaistvad, kaasavad ja tõhusad julgeolekustruktuurid, et suurendada nende võimekust terrorismivastases võitluses, ISIL-i tagasipöördumise takistamises ning riigi stabiliseerimisel. Selle saavutamiseks nõustab NATO Iraagi julgeolekustruktuure. NMI annab Iraagi julgeolekujõududele väljaõpet tihedas koostöös Iraagi valitsusega. NMI nõustab ja teostab väljaõpet, kuid ei osale koos Iraagi jõududega lahinguoperatsioonides. Osalemine missioonil Iraagis annab Eestile võimaluse aidata aktiivselt kaasa alliansi lõunatiivalt lähtuvate ohtude maandamisel, panustada NATO kollektiivsesse julgeolekusse ning toetada liitlasi ja partnerriike terrorismivastases võitluses. Juhtivkomisjoniks määrati riigikaitsekomisjon.
