Summary
Eelnõu võimaldab Eestil panustada 2026. aastal kuni kuue kaitseväelasega Euroopa Liidu sõjalisele operatsioonile EUNAVFOR Med/Irini, mille eesmärk on toetada Liibüale kehtestatud ÜRO relvaembargo rakendamist. Operatsioon kasutab mereväe, õhu- ja satelliidivõimeid ning kontrollib rahvusvahelistes vetes laevu, mida kahtlustatakse relvade või nendega seotud materjalide vedamises Liibüasse või sealt välja. 2025. aasta märtsis laiendati operatsiooni mandaati ka kriitilise merealuse taristu kaitseks vajaliku olukorra ülevaate loomisele, samuti toetatakse ÜRO meetmete elluviimist illegaalse naftaekspordi tõkestamiseks, Liibüa mereväe ja piirivalve ülesehitamist ning salakaubanduse ja inimeste smugeldamise vastu võitlemist. Operatsioonil osaleb 23 EL-i liikmesriiki ning selle peakorter asub Roomas; mandaati on pikendatud kuni 31. märtsini 2027. Eesti suurendab 2026. aastal oma panust kahe staabiohvitserini, lisaks senisele ametikohale asutakse mehitatama ka operatsiooni planeerimisgrupi ülema ametikohta. Operatsioonil osalemisega näitab Eesti solidaarsust teiste liikmesriikidega ning tugevdab EL-i kaitsekoostööd ja julgeolekut, aidates kaasa stabiilsusele Euroopa Liidu lõunapiiril.
