Summary

The bill allows Estonia to contribute up to three defense personnel to the EUMAM military assistance mission in Mozambique in 2026. The mission was originally established in 2021 as a training mission, EUTM Mozambique, with the aim of developing the capacity of the Mozambican armed forces to fight against terrorist groups operating in the province of Cabo Delgado. By March 2024, the initial strategic goal was achieved - the training of rapid response units and creation of management structures - and in September of the same year, the mission EUMAM started work with a renewed mandate, the focus of which is to advise the armed forces on organizing the training cycle and ensuring sustainability. Participation in EUMAM supports Estonia's foreign and defense policy goals, including contributing to the implementation of the European Union's common security and defense policy and developing cooperation with allies on the southern wing of the EU. The leading country of the mission is Portugal and Estonia were among the first to announce their desire to contribute. Since 2021, Estonia has contributed a total of eight legal advisers, reservists and civil servants have also participated. As Estonian legal advisors have gained the necessary experience, participation in the operations management specialty position, which better meets the needs of the Defense Forces, will begin in the fall of 2025. In 2026, Estonia will continue with one defense force, but with a mandate up to three defense personnel are requested to be involved
