Summary
Eelnõu võimaldab Eestil panustada 2026. aastal kuni kolme kaitseväelasega Euroopa Liidu sõjalise abistamise missioonile EUMAM Mosambiigis. Missioon loodi algselt 2021. aastal väljaõppemissioonina EUTM Mozambique eesmärgiga arendada Mosambiigi relvajõudude võimet võidelda Cabo Delgado provintsis tegutsevate terroristlike rühmituste vastu. 2024. aasta märtsiks saavutati esialgne strateegiline eesmärk – kiirreageerimisüksuste väljaõpe ja juhtimisstruktuuride loomine – ning sama aasta septembris alustas tööd uuendatud mandaadiga missioon EUMAM, mille fookus on relvajõudude nõustamine väljaõppetsükli korraldamisel ja jätkusuutlikkuse tagamisel. EUMAMis osalemine toetab Eesti välis- ja kaitsepoliitilisi eesmärke, sealhulgas panustamist Euroopa Liidu ühise julgeoleku- ja kaitsepoliitika elluviimisesse ning koostöö arendamist liitlastega EL-i lõunatiival. Missiooni juhtriik on Portugal ning Eesti oli üks esimestest, kes oma panustamissoovist teatas. Alates 2021. aastast on Eesti panustanud kokku kaheksa õigusnõunikuga, samuti on osalenud reservväelased ja tsiviilteenistuja. Kuna Eesti õigusnõunikud on saanud vajalikud kogemused, alustatakse 2025. aasta sügisest osalemist operatsioonide juhtimise eriala ametikohal, mis vastab paremini Kaitseväe vajadustele. 2026. aastal jätkab Eesti ühe kaitseväelasega, kuid mandaati taotletakse kuni kolme kaitseväelase kaasamiseks
