Summary
Eelnõu võimaldab 2026. aastal panustada kuni kolme kaitseväelasega Ühinenud Rahvaste Organisatsiooni (ÜRO) rahuvalveoperatsioonile UNIFIL (United Nations Interim Force in Lebanon). UNIFIL loodi ÜRO Julgeolekunõukogu resolutsioonidega, et tagada Iisraeli vägede taandumine Lõuna-Liibanonist, taastada rahvusvaheline rahu ja julgeolek ning aidata Liibanoni valitsusel taastada sel alal riigivõim. Operatsiooni peamised ülesanded on jälgida olukorda, aidata kaasa vaenutegevuste ärahoidmisele ning rahvusvahelise rahu ja julgeoleku tagamisele ning toetada Liibanoni valitsust riigivõimu kindlustamisel riigi lõunaosas. UNIFIL-i tegevuspiirkond paikneb Litani jõe ja Sinise joone vahelisel alal, mis on ÜRO poolt 7. juunil 2000. aastal kinnitatud piirijoon Liibanoni ja Iisraeli vahel. UNIFIL-is on üle 10 300 rahuvalvaja 47 riigist. Operatsiooni mandaati pikendatakse igal aastal. Julgeolekunõukogu resolutsiooni kohaselt kehtib UNIFIL-i praegune mandaat 2025. aasta 31. augustini. Suure tõenäosusega pikendatakse mandaati ka käesoleval aastal. ÜRO liikmesriigina panustab Eesti julgeoleku tagamisse kriisipiirkondades. Eesti kui kollektiivsesse julgeolekusse panustav riik jälgib tähelepanelikult Lähis-Idas toimuvat ja sealsete sündmuste julgeolekupoliitilist mõju stabiilsusele Lähis-Idas ja mujal maailmas. Osalemine ÜRO operatsioonidel on olnud Eesti jaoks oluline ning demonstreerib Eesti panust ÜRO tegevusse rahu kindlustamisel. 2026. aastal plaanib Eesti jätkata panustamist ühe kaitseväelasega, kelle ülesanne on analüüsida vaatlustulemusi, valmistada ette kohtumisi Iisraeli, Hezbollah’ ning Liibanoni võimude vahel ning suurendada olukorrateadlikkust.
