Summary
Eelnõu võimaldab jätkata Malis panustamist Prantsusmaa sõjalisse operatsiooni Barkhane. Ühtlasi suurendatakse Eesti kaitseväelaste arvu kuni 95 kaitseväelaseni. Eesti kaitsepoliitika huvi on toetada stabiilset julgeolekukeskkonda üleilmselt ja Euroopa riikide solidaarset panustamist Euroopat mõjutavate ohtude vastases võitluses ning seda võimalusel nende tekkekohas. Lisaks eeltoodule aitab panustamine operatsiooni Barkhane süvendada strateegilist suhet Eesti ja Prantsusmaa vahel, mis baseerub lisaks jagatud väärtusruumile ka ühisel arusaamal julgeolekukeskkonnast ning seda mõjutavatest ohtudest. Prantsusmaa osaleb aktiivselt NATO heidutushoiaku tugevdamisel, panustades oma üksustega liitlaste suuremasse kohalolekusse Balti riikides, sealhulgas Eestis. Operatsioon Barkhane on Prantsusmaa juhitud iseseisev rahvusvaheline sõjaline operatsioon Saheli piirkonnas (Burkina Faso, Mali, Mauritaania, Niger, Tšaad) ning Prantsusmaa suurim sõjaline välisoperatsioon (isikkoosseis 4500). Operatsiooni strateegiline eesmärk on Saheli piirkonnast lähtuvate üleilmsete aga eelkõige Euroopa suunaliste probleemide (terrorism, immigratsioon) ohjamine. Operatsiooni lõppeesmärk on stabiliseerida sõjaliste operatsioonidega olukorda piirkonnas määrani, mis võimaldab piirkonna riikide võimudel iseseisvalt julgeolekuolukorda tagada. Samuti toetab operatsioon Barkhane regiooni riikide valitsusi siseriikliku stabiilsuse loomisel. Koostöö operatsiooni Barkhane raames on tugevdanud veelgi Eesti ja Prantsusmaa strateegilist liitlassuhet ning sõjalist koostööd. Kahe riigi kaitseväe üksuste koostöö käimasolevas sõjalises operatsioonis on tõstnud üksuste koostegutsemisvõimet. Tulenevalt senisest heast koostööst on Prantsusmaa teinud Eestile ettepaneku suurendada Eesti panust operatsiooni Barkhane ning alustada ühiselt erioperatsioonide üksuste koostööd Mali relvajõudude väljaõpetamisel. Sarnane koostööettepanek on tehtud ka teistele riikidele, kaasaarvatud Põhjamaadele. Lisaks soovib Eesti operatsiooni Barkhane raames tegutsevat jalaväerühma täiendada lisavõimetega selliselt, et üksus saaks oma ülesandeid väekaitse raames iseseisvalt ellu viia.
