The bill provides for the participation of up to 52 defense personnel in the NATO Response Force (NRF). Estonia has previously contributed to the NRF as part of the NATO Standing Naval Forces (SNF) with naval headquarters and support ships and mine countermeasures ships, demining and military police units, special forces, a movement coordination unit, staff officers, and together with the other Baltic states, with a joint infantry battalion of the NRF-14.
