Summary
Arengukava seab peaeesmärgiks Eesti metsanduse kestlikkuse. Selleks tuleb metsanduses tagada metsaökosüsteemide ja nende elurikkuse püsimise ning kohanemine kliimamuutuste mõjuga. Metsasektor peab olema majanduslikult konkurentsivõimeline. Metsanduspoliitika peab olema kaasav ning arvestama sotsiaalsete ja kultuuriliste väärtustega. Arengukava koostamisel on keskne roll olnud mitmel juhtkogul, keskkonnaministeeriumi metsandusnõukogul, arengukava algatamiseks moodustatud töörühmal, rahva esindajatest koosnenud metsakogul, huvirühmadel, samuti muul tagasisidel. Arengukava annab põhjaliku ülevaate metsanduse olukorrast. Eesti metsamaa pindala on 2,3 miljonit hektarit, mis moodustab üle poole kogu Eesti maismaa (koos siseveekogudega) pindalast. Eesti metsamaa pindala on järjepidevalt suurenenud peamiselt endiste põllumajanduslike maade varal. Viimasel kümnendil on suurenenud ka looduskaitse alla kuuluva metsamaa osakaal. 2021 a andmeil on riigimetsamaa 1,08 miljonist hektarist nüüdseks range kaitse all rohkem kui kolmandik ning kogu Eesti metsamaa pindalast moodustab range kaitse all olev mets 17,5 protsenti. Metsa majandamine tähendab metsa uuendamist, kasvatamist, kasutamist ja kaitset. Metsade uuendamiseks kasutatakse uuendusraieid, mis jagunevad lage- ning turberaieteks. Uuendusraietele on seadusega pandud mitmeid piiranguid, näiteks raievanus, langi maksimaalne pindala, säilik- ja seemnepuude jätmine jm, et toetada ennekõike elurikkuse säilimist. Uuendusraiete mahud annavad suurema osa kogu aastasest raiemahust, aga raietele seatud tingimustega saab riik kaudselt neid mahtusid suunata. Erametsade uuendamine sõltub metsaseadusega määratud kohustuse järgimisest, et uuendusraiega raiutud puistud uuendataks õigel ajal, erametsaomanikule tehtud tulumaksuseaduse erisusest, metsa uuendamise toetustest ja metsapuutaimede kättesaadavusest turul. Metsaseaduse kohaselt koostatakse metsanduse suunamiseks iga kümne aasta jaoks metsanduse arengukava, milles määratakse metsanduse arengueesmärgid ning kirjeldatakse nende saavutamiseks vajalikke meetmeid ja vahendeid. Käesolev arengukava on kolmas järjestikune metsanduse arengudokument ja on jätkuks „Eesti metsanduse arengukavale 2011–2020“.
