Summary
Eelnõuga kehtestatakse riigireformi ja hea halduse põhialused, millest lähtudes tähendavad riigireform ja hea haldus valitsussektori töö parandamist selliselt, et olulisele keskendudes lahendatakse probleemid kiirelt ning loobutakse ebavajalikest tegevustest ja liigsest halduskoormusest. Lähtutakse jõukohasest ja tõhusast haldusest, mis toetab üldist heaolu ning majanduskasvu. Eesmärgi täitmisel lähtutakse otsuse eelnõus kirjeldatud halduse ja valitsemiskorralduse põhimõtetest, mis kehtivad ühel ajal ja kõikides valdkondades.
