Summary
Eelnõu näeb ette nimetada Villu Kõve Riigikohtu esimeheks alates 4. veebruarist 2019. President põhjendab oma ettepanekut, et Riigikohtunik ja Riigikohtu tsiviilkolleegiumi esimees, õigusteaduste doktor Villu Kõve on väga tugeva akadeemilise tausta ja pika kohtunikutöö kogemusega jurist. Enne riigikohtuniku ametisse nimetamist 2002. aastal töötas ta vandeadvokaadina ja enne seda ametnikuna Justiitsministeeriumis eraõiguse osakonnas. Ta on osalenud enamike tsiviil- ja äriõigust reguleerivate õigusaktide ettevalmistamisel ning nende kommenteerimisel. Villu Kõve on andnud olulise panuse Eesti juristide ettevalmistamisele, õpetades ülikoolides ja juhendades mitmeid väitekirju. Riigikohtus juhatab ta alates 2014. aastast tsiviilkolleegiumi.
