Eelnõuga tehakse ettepanek muuta Eesti lähtekohti Euroopa Liidu 2021-2027 eelarveperioodi läbirääkimisteks ning töötada välja põhjendused ja ettepanek Eesti kaheks territoriaalüksuseks jagamise kohta EL-i vastava määruse alusel. Eelnõuga tehakse ettepanek taotleda Euroopa Liidult erandit Eesti jagamiseks kaheks eraldi piirkonnaks Eurostati territoriaalüksuste liigituse alusel, lähtudes suurtest sotsiaal-majanduslikest erinevustest Tallinna ja muu Eesti vahel.
